For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place.

We have an opening for a Request for Offsite Services (ROS) / Parent Services Agreement (PSA) Administrator who will establish, implement, and maintain the processes and procedures of the ROS/PSA for the entire Laboratory and interact with the LLNS Parent Organizations for corporate reach-back points of contact.  Areas of assignment include: administration of completed ROS/PSA agreements, placement of orders in the LINC system, invoice auditing, invoice approval, invoice payment processing, ROS/PSA closeouts, and coordination of quarterly ROS/PSA meetings.This position is in the Prime Contract Management Office (PCMO) within the Director's Office.
 
Essential Duties
- Administer Request for Offsite Services and Parent Services Agreements which includes ensuring agreement terms are established based on guidelines, interfacing with points of contact within the Principal Associate Directorates, validating ROS/PSA categories, auditing invoices for compliance with agreement terms and, where applicable, coordinating with the LLNS Travel Office.
- Advise the Director of PCMO in the implementation of the ROS/PSA processes serving as the representative as directed.
- Participate in the development, implementation, and administration of ROS/PSA contracts from award through close-out, including the development and maintenance of file documentation, performance, issuance of change orders, review and approval of invoices for payment, and review of documentation for ROS/PSA close-out methods and practices through the interpretation and application of policies and procedures.  
- Participate in negotiations and update annual Memorandums of Understanding governing the ROS/PSA process between the Laboratory and LLNS LLC parent companies and monitor performance for compliance.
- Apply and interpret policies and procedures to problem solve and create sustainable solutions for activities that are complex in nature. Implement quality control measures and perform assessments as required.
- Generate routine and custom reports and perform in-depth analysis of data for performance and oversight of ROS/PSA processes. 
- Provide input to the annual non-reimbursable (NR) call for NR budget requests to the ROS/PSAs.
- Perform other duties as assigned.
 
Qualifications
- Experience coordinating multiple work activities, work flow and multi-faceted processes for a service operations/customer service area. Experience interpreting and applying policies and procedures.
- Experience working with procurement, business services, and accounts payable systems and processes.
- Experience managing budgets, including analyzing cost variances and providing solutions and recommendations to senior management.
- Experience drafting highly complex documents and proposals for management decision making.
- Advanced, problem solving and decision-making skills with the ability to develop and implement process improvements.
- Demonstrated effective interpersonal, verbal and written communication skills necessary to handle sensitive and confidential issues with tact, discretion, and mature judgement to interact with a diverse group of personalities and disciplines at all levels internal and external to the Laboratory.
- Demonstrated advanced organizational skills and the ability to independently determine and set priorities and goals.
- Demonstrated computer skills (e.g., Microsoft Word, Outlook, Excel, PowerPoint) including word processing and database programs necessary to provide ad hoc reports or documents.
 
Desired Qualifications
- BS/BA in Business Administration, Accounting, Finance or a related field.
- Experience with or knowledge of the Supply Chain Management Department's Technical Release Representative System.
- Experience with or working knowledge of the Stellent enterprise content management software and Resource Analyst suite of Laboratory cost software.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test.
 

Anticipated Clearance Level:  Active DOE Q clearance required at time of hire.  (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing.  If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.

 

Note:   This is a Career Indefinite position. Lab employees and external candidates may be considered for this position.
